China Issues Informatization Standard Construction Action Plan

TapTechNews May 29th news, the Cyberspace Administration of China, the State Administration for Market Regulation, and the Ministry of Industry and Information Technology jointly issued the 'Informatization Standard Construction Action Plan (2024 - 2027)' (hereinafter referred to as the 'Action Plan' by TapTechNews), requiring strengthening overall coordination and systematic promotion, improving the national informatization standard system, enhancing the comprehensive ability of informatization development, and strongly promoting the construction of a cyberpower.

The 'Action Plan' deploys the main tasks around four aspects:

First is to innovate the informatization standard working mechanism, including improving the national informatization standard system, optimizing the informatization standard management system, and strengthening the implementation and application of informatization standards.

Second is to promote the development of standards in key fields, and carry out informatization standard development work in eight key fields such as key information technologies, digital infrastructure, data resources, industrial digitization, e-government, information benefiting the people, digital culture, and coordinated development of digitization and greening.

Third is to promote the internationalization of informatization standards, including deepening international standardization exchange and cooperation, actively participating in the work of international standard organizations, and promoting the coordinated development of international and domestic standards.

Fourth is to enhance the basic capabilities of informatization standards, including optimizing the supply structure of standards, strengthening the cultivation of standardized talents, and promoting the digital development of standards.

The 'Action Plan' has made 22 work deployments around eight key fields:

In the field of key information technologies, strengthening the development of general technical standards and laying out standards in emerging technology fields.

In the field of digital infrastructure, improving network infrastructure standards, promoting the development of computing power infrastructure standards, and enhancing the standardization level of application infrastructure.

In the field of data resources, strengthening the construction of basic data resources standards and innovating the utilization standards of public data resources.

In the field of industrial digitization, improving the level of agricultural informatization standards, perfecting manufacturing informatization standards, and strengthening service industry informatization standards.

In the field of e-government, accelerating the construction of government operation standards, improving the construction of government application standards, and strengthening the construction of government governance standards.

In the field of information benefiting the people, promoting the construction of smart city standards, accelerating the development of digital rural standards, and improving the standards of digital public services.

In the field of digital culture, promoting the development of cultural digitalization standards, strengthening the construction of online culture standards, and improving the standards of digital cultural services.

Build a 'computing, storage, and transportation' integrated computing power infrastructure standard system, and for the technological development trend of fusion and symbiosis, promote the research on common standards of heterogeneous computing centers such as cloud computing, edge computing, and high-performance computing. Carry out the development of standards related to computing power access, scheduling, and services. Carry out the development of cloud-network collaboration standards to promote the interconnection between clouds.

Improve artificial intelligence standards, strengthen the research and development of universality, basicity, ethics, safety, privacy and other standards. Accelerate the development of standards for large models and generative artificial intelligence. Promote the construction of blockchain standards, accelerate the formulation of common key standards such as the bottom platform, smart contract, consensus mechanism, and cross-chain interoperability, and promote the development of application and service standards in key fields. Improve cloud computing standards, and accelerate the research and development of standards such as cloud native, cloud operating system, distributed cloud, edge cloud, cloud migration, cloud-based applications, and intelligent cloud services. Accelerate the layout of quantum information standards, and promote the research and development of basic general standards such as terms, functional models, and reference architectures, and carry out the research of key technical standards such as quantum computing, quantum communication, and quantum measurement.
