TapTechNews excerpts part of the interview as follows:

Phil Spencer: So we should come out with a handheld game console, and you need to bring Xbox President Sarah Bond here. Our future in hardware is great, and the team is working on different forms and different ways of playing games. I'm very excited about this. Today's theme is games, and we showed our work on the ninth-generation game consoles such as the Series S and Series X, but we will have time to come out and talk more about the platform, and we can't wait to bring it to you.

Ryan McCaffrey: Suppose Microsoft launched an Xbox or PC handheld game console, would it be a dedicated hardware like the Steam Deck that supports offline gameplay, or would it require a Wi-Fi connection to stream content.

Phil Spencer: So I find that I like my ROG handheld, my Lenovo Savior handheld and the Steam Deck, and I think it's really important to be able to play games locally.

It can be said that except for the real official announcement, Phil Spencer has almost confirmed the Xbox handheld console and pointed out that it supports local gameplay rather than a streaming device like the Sony PlayStation Portal.
