New Energy Vehicle Waste Battery Utilization Specification Update

TapTechNews on August 14th, TapTechNews learned from the Ministry of Industry and Information Technology that the Industry Specification Conditions for Comprehensive Utilization of Waste Power Batteries of New Energy Vehicles (2024 Edition) is publicly soliciting opinions today.

For recycling enterprises as stipulated in the Conditions, the copper and aluminum recovery rates should not be lower than 98%, the electrode powder recovery rate after crushing and separation should not be lower than 98%, the impurity aluminum content is less than 1%, and the impurity copper content is less than 1%; in the smelting process the lithium recovery rate should not be lower than 90%, the nickel, cobalt, and manganese recovery rates are not lower than 98%, the comprehensive recovery rate of other major valuable metals such as rare earths is not lower than 97%, the fluorine solidification rate is not lower than 99.5%, and the comprehensive energy consumption for lithium carbonate production is less than 2200 kilograms of standard coal per ton; for those adopting the material restoration process, the sum of the quality of the recycled materials should not be lower than 99% of the sum of the quality of the target materials contained in the original power battery.

For echelon utilization enterprises as stipulated in the Conditions, they should verify the source of the waste power battery to ensure that the waste power battery used for echelon utilization comes from the retired power battery of new energy vehicles; they should have the technical means and capabilities to detect the performance indicators of the power battery, be equipped with charge and discharge testing, voltage and internal resistance testing and other equipment, carry out battery status assessment, and determine whether it meets the echelon utilization requirements according to Recycling and Utilization of Vehicle Power Batteries - Echelon Utilization - Part 3: Requirements for Echelon Utilization (GB/T 34015.3).
