The source said that the new Control Center supports drag and drop, and the button layout of the Control Center can be rearranged or removed through the settings application. Only the current tested version is limited to the lower half, and users can adjust the flashlight and low power mode, etc.

If Apple promotes this change in iOS 18, it will be the biggest redesign of the Control Center since the release of iOS 11 in 2017.
