Beijing to Provide Legislative Guarantee for Self-Driving Cars and Outline Future Plans

Recently, the Beijing Municipal Bureau of Economy and Information Technology has solicited public opinions on the Beijing Autonomous Driving Vehicle Regulations (Draft for Solicitation of Opinions). The relevant person in charge of the Beijing Municipal Bureau of Economy and Information Technology stated that through legislation, it will focus on solving the main problems faced by innovative activities of self-driving cars in specific regions, and provide clear, transparent, and predictable institutional norms for L3-level and above self-driving car market entities on the basis of adhering to the safety bottom line.
It is learned that Beijing intends to support self-driving cars for urban public electric bus passenger transport, online car-hailing, car rental and other urban travel services. The relevant person disclosed this time that currently, the Beijing High-level Autonomous Driving Demonstration Zone has issued road test licenses to 31 test car enterprises, and the mileage of the autonomous driving test more than 28 million miles.
In addition, Beijing intends to support self-driving cars for road freight transportation except for the transportation of dangerous goods, ferry connection, environmental sanitation cleaning, public security patrol and other urban operation guarantees, as well as other application scenarios supported by the country and Beijing.
Beijing also plans to evaluate the overall situation of self-driving car innovative activities regularly every year, form an annual report and make it public to the society. The annual report includes the implementation situation of self-driving car-related innovative measures, the impact on road traffic efficiency, public travel mode, the development of the automotive industry and innovative science and technology, good practical experience and shortcomings.
