Major Platforms in China Sign 'Self-discipline Convention for Compliant Operation in Network Transactions'

TapTechNews August 22nd news, according to the information of the Beijing Municipal Market Supervision and Administration Bureau, today, under the guidance of the market supervision departments in Beijing, Zhejiang, and Shanghai, Beijing Jingdong Century Trading Co., Ltd., Taotian Co., Ltd., Shanghai Xunmeng Information Technology Co., Ltd., Shanghai Gewu Zhipin Network Technology Co., Ltd., and Beijing Kuaishou Technology Co., Ltd. jointly signed the 'Self-discipline Convention for Compliant Operation in Network Transactions' (hereinafter referred to as the 'Convention') in Beijing.

It is introduced that based on relevant laws and regulations, the 'Convention' issues initiatives in five aspects including fulfilling platform responsibilities, protecting consumers' rights and interests, strictly prohibiting unfair competition behaviors, regulating price behaviors, and government-enterprise collaborative governance, with a total of 22 articles.

In terms of fulfilling platform responsibilities: The 'Convention' emphasizes that platform operators should establish and improve credit evaluation mechanisms, product quality spot-check mechanisms, and advertising release management mechanisms, and strengthen the management of online live streaming and short video marketing activities, short video content management, and the regulation of competitive behaviors within the platform.

In terms of protecting consumers' rights and interests: The 'Convention' emphasizes that platform operators should abide by social ethics and operate in good faith, and protect consumers' personal information in accordance with the law, and unclog consumers' complaint channels.

In terms of strictly prohibiting unfair competition behaviors: The 'Convention' emphasizes that each platform operator should adhere to benign competition within the legal framework and not use its dominant position to disrupt the fair competition order of the market. At the same time, reasonable rules should also be formulated to prevent malicious behaviors that profit from the rules and behaviors that cause unreasonable losses to platform operators due to the abuse of rules.

In terms of regulating price behaviors: The 'Convention' emphasizes the regulatory requirements of clearly marked prices and regulates price behaviors from multiple aspects such as not being allowed to use false or misleading price means.

In terms of deepening government-enterprise coordination: The 'Convention' proposes that each platform enterprise strengthen cooperation and coordination with government departments and promptly respond to emergency situations such as major public opinions and unexpected events.

The Beijing Municipal Market Supervision and Administration Bureau stated that the signing of the 'Convention' is an in-depth exploration of carrying out regional linkages and improving the level of enterprise self-governance, reflecting the active attitude of leading platform enterprises to take the initiative to implement the main responsibilities and consciously accept social supervision. It is learned that the 'Convention' will be implemented as of today, and each member unit will fully strengthen information sharing and industry self-governance to jointly maintain the overall interests of the industry and create a good online market environment.
