New National Network Identity Authentication Rules in the US Protecting User Privacy

TapTechNews August 23rd news, according to Xinhua News Agency, the National Network Identity Authentication Public Service Management Measures (Draft for Comment) recently researched and drafted by the Ministry of Public Security, the Cyberspace Administration of China and others has been publicly solicited for opinions, causing widespread concern.

According to the drafting instructions of the draft for comment, the network number is a network identity symbol composed of letters and numbers and does not contain explicit identity information; the network certificate is a network identity authentication certificate carrying the network number and the non-explicit identity information of a natural person.

In popular terms, the network number is the identity code of the user in the cyber space, while hiding personal identity information; the network certificate is a simplified version of the digital certificate, which serves as an alternative identity authentication method in the legal real-name system fields such as network socializing and instant messaging, and in other scenarios where identity verification is required.

Researcher Yu Rui from the First Research Institute of the Ministry of Public Security introduced: Users don't have to 'hold a certificate' to 'access the Internet', but have an additional safer and more convenient choice in scenarios where identity needs to be proved, without having to repeatedly provide explicit personal identity information to various platforms. At the same time, the original identity authentication methods can still be used, and one can access the Internet normally without a network number or a network certificate.

TapTechNews noticed that in July this year, the Ministry of Public Security, the Cyberspace Administration of China and others researched and drafted the National Network Identity Authentication Public Service Management Measures (Draft for Comment), based on the national network identity authentication public service, when a natural person needs to register and verify the real identity information according to law in Internet services, he/she can voluntarily apply for and use the network number and network certificate for non-explicit registration and verification through the National Network Identity Authentication App, without having to provide explicit personal identity information to Internet platforms. Thus, it can minimize the over-collection and retention of citizens' personal information by Internet platforms on the pretext of implementing the real-name system.

On August 1st, some netizens found that the National Network Identity Authentication App (Pilot Version) has been launched on several app stores. Currently, a total of 67 pilot apps and scenarios have been launched, including some government affairs apps and Internet apps, such as the National Government Service Platform, China Railway 12306, Taobao, WeChat, Xiaohongshu, QQ, etc.
