The Shenzhen Municipal Transport Bureau introduced that in promoting the development of the low-altitude economy, Shenzhen will highlight four key aspects:

Construct an efficient and coordinated low-altitude airspace coordinated management mechanism, make breakthroughs and open up the situation in aspects such as airspace.

Construct a city-level low-altitude coordinated management mechanism, explore a new model of coordinated integration of airspace management, operation management and flight service guarantee, and take the lead in piloting in the low-altitude operation system and mechanism. Conduct an all-round low-altitude airspace assessment and explore the establishment of a refined and coordinated management model of low-altitude airspace suitable for the characteristics of high-density super-large cities. Strive to make the proportion of the city's open drone flyable airspace exceed 75% by 2025, and the total number of low-altitude commercial air routes exceed 1000.

Improve the low-altitude operation management service system to support large-scale commercial flight requirements.

Relying on the low-altitude intelligent integrated infrastructure, construct a rule system that supports heterogeneous, high-density, high-frequency, and high-complexity low-altitude flight activities, take the lead in carrying out integrated flight pilots, complete the construction of Shenzhen's low-altitude flight service platform and Class A flight service station, create a low-altitude digital airspace map, and gradually improve low-altitude communication, navigation, surveillance, meteorological and other services. By the end of 2025, it has the service guarantee ability to support 1000 low-altitude aircraft in the air simultaneously and 10,000 flight sorties per day.

Expand five low-altitude application scenarios.

Logistics distribution: Further expand the coverage range of the low-altitude logistics network and improve the efficiency of urban logistics.

Passenger transportation: Launch more low-altitude passenger flight service products for the Greater Bay Area, cultivate a new format of urban air transportation, and strive to reach 30,000 flight sorties of low-altitude passenger flights by 2025.

Emergency rescue: On the basis of covering the whole city with Air 120, purchase advanced and applicable drone technology equipment to empower the emergency rescue system and create a 15-minute aviation emergency rescue circle.

Urban governance public service: Promote the deep integration of low-altitude applications with road patrol inspection, urban safety, land surveying and mapping, environmental monitoring and other fields to realize a one-network for low-altitude patrol management.

Cultural tourism consumption: Actively cultivate tourism consumption markets such as air tour, aerial photography and filming, and drone swarm performance, and undertake national drone competitions to further promote the new format of the integrated development of low-altitude + cultural tourism.

Construct a complete low-altitude standard and regulatory policy system to promote the innovative development of the low-altitu de economy.

Establish a complete local legal system covering fields such as operation management and business management in accordance with laws and regulations, extend and formulate regulations and规章 in the field of low-altitude economy, and improve the legal system of Shenzhen's low-altitude economy. Strive to take the lead in standards, and the Shenzhen Low-altitude Economy Professional Standardization Technical Committee has been established, and the compilation of the first batch of 18 Shenzhen standards in the field of low-altitude economy has been initiated. Strive to release Shenzhen's low-altitude economy standard system 1.0 within the year and take the lead in piloting in the rule and standard system construction.

At the same time, the Shenzhen Low-altitude Operation Management Center, which is responsible for the operation and management of the Shenzhen Low-altitude Industry Company, was officially put into use, marking that the Shenzhen low-altitude flight service platform entered the trial operation stage. The base will build the Shenzhen Low-altitude Operation Management Center, the Shenzhen Low-altitude Data Center, the Shenzhen Low-altitude Economy Development Exhibition Center, as well as the integrated operation takeoff and landing field for general aviation helicopters, eVTOL, and drones, located in the airport area and intersecting with the Shenzhen-Zhongshan Passage, and is planned to be built into a three-dimensional transportation low-altitude hub center radiating the Greater Bay Area.
