Shandong Province Announces 2024 Automobile Replacement and Renewal Subsidy Rules

TapTechNews September 26th news, on September 25th, seven departments including the Department of Commerce of Shandong Province jointly issued the Implementation Rules for the 2024 Automobile Replacement and Renewal Subsidy in Shandong Province (hereinafter referred to as the Implementation Rules by TapTechNews).

The subsidy scope and standards of the Implementation Rules include the following six items:

First, for consumers who transfer their own passenger cars from July 25, 2024 to the end date of the policy implementation in each city, and purchase new energy passenger cars or fuel passenger cars (both are new cars) at auto sales enterprises in Shandong Province, and complete the vehicle registration in Shandong Province, a one-time fixed subsidy will be given.

Second, the subsidy object is individual consumers. The consumer who transfers the old passenger car and the consumer who purchases the new passenger car must be the same person. Consumers can apply for a subsidy once for each transfer of an old passenger car and purchase of a new passenger car. There is no sequential requirement for the transfer of the old passenger car and the purchase of the new passenger car.

Third, for transferring the old passenger car and purchasing a fuel passenger car, if the purchase price is less than or equal to $12,000 (inclusive), each car will be subsidized by $450, if the price is more than $12,000 (exclusive) to less than or equal to $32,000 (inclusive), each car will be subsidized by $2200, and if the price is more than $32,000 (exclusive), each car will be subsidized by $3600; for transferring the old passenger car and purchasing a new energy passenger car, if the purchase price is less than or equal to $12,000 (inclusive), each car will be subsidized by $600, if the price is more than $12,000 (exclusive) to less than or equal to $32,000 (inclusive), each car will be subsidized by $2800, and if the price is more than $32,000 (exclusive), each car will be subsidized by $4500. The purchase price is based on the total price and tax amount in the unified invoice for motor vehicle sales.

Fourth, the passenger car referred to in these rules means a nine-seat and below small and micro passenger car. Those with new energy vehicle license plates are new energy passenger cars, and those with other vehicle license plates are regarded as fuel passenger cars.

Fifth, the transfer referred to in these rules means that individual consumers obtain a valid Second-hand Car Sales Unified Invoice through the sale method, so that the ownership of the old passenger car under the applicant's name is transferred (excluding the change situation), and the transfer registration procedures are completed. The old passenger car should be registered under the applicant's name before July 25, 2024 (subject to the time recorded in the Motor Vehicle Registration Certificate), and the transfer time is subject to the time recorded in the Motor Vehicle Registration Certificate. The purchase time of the new passenger car is based on the issue time of the Motor Vehicle Sales Unified Invoice, and the registration time is based on the time recorded in the new passenger car's Motor Vehicle Driver's License.

Sixth, during the policy implementation period, the applicant who purchases the same new passenger car (based on the vehicle identification code and the unified invoice for motor vehicle sales) cannot repeatedly apply for enjoying the national vehicle trade-in or the subsidy for vehicle replacement and renewal in Shandong Province. If any of the above types of subsidies have already been claimed, it is regarded as automatically giving up the claim for another type of subsidy. During the subsidy application information review period, the newly purchased passenger car should always be registered under the applicant's name, otherwise the review will not pass.

As for the application entrance, individual consumers who plan to apply for the subsidy for vehicle replacement and renewal can from September 28, 2024 to January 10, 2025, search for the Shandong Province Vehicle Replacement and Renewal mini-program through WeChat and Alipay, and select the subsidy acceptance place according to the place where the Motor Vehicle Sales Unified Invoice for purchasing the new passenger car is issued (at the city level), and accurately fill in the information according to the system prompts, and clearly and completely upload the relevant supporting materials. Applications beyond the deadline will not be accepted.

Subsidy application materials

1. Enter the applicant's identity information and the mobile phone number that can normally receive text messages under the applicant's name, the applicant's own bank card number of Class I debit card issued by a commercial bank in China, the name of the bank, etc., and upload photos or scans of the applicant's ID card front and back or scans, etc.

2. Enter the vehicle identification code (VIN code), license plate number, transfer registration date, etc. of the transferred old passenger car, and upload the original photos or scans of the Second-hand Car Sales Unified Invoice of the old passenger car and the Motor Vehicle Registration Certificate (first and second pages) before the transfer, etc.

3. Enter the vehicle identification code (VIN code), license plate number, purchase and registration date, etc. of the purchased new passenger car, and upload the original photos or scans of the Motor Vehicle Sales Unified Invoice (first Invoice Union) and the Motor Vehicle Driver's License (main and secondary pages) of the new passenger car, etc. The Second-hand Car Sales Unified Invoice of the transferred old passenger car and the Motor Vehicle Sales Unified Invoice of the purchased new passenger car and the Motor Vehicle Driver's License should be obtained during the period from July 25, 2024 to the end date of the policy implementation in each city.
