In the investigation, the merchant showed the reporter an engine with the year changed. He said that machines like this with the year changed are mainly sold to unknowledgeable buyers or provided to'scalpers' for sale online. A merchant led the reporter to a farmer's home in the second group of Taobei Village, Taolin Town. The reporter found that in this with no exhaust gas treatment device or wastewater treatment facility, on the open space surrounded by fences casually, workers were conducting on-site cutting of a large scrapped freight car.

The merchant also told the reporter that if they are worried about the number on this engine, they can also change the engine number. From the on-site cutting of the engine, on-site testing, shipping back to the industrial park, on-site numbering, and shipping, the whole process takes less than three hours.

TapTechNews learned from the report that according to Article 14 of the 'Road Traffic Safety Law of the People's Republic of China', it is clearly stipulated that motor vehicles that have reached the scrapping standard shall not be driven on the road. Scrapped large passenger cars, freight cars and other operating vehicles should be disassembled under the supervision of the traffic management department of the public security organ. But a merchant told the reporter that most of the scrapped cars in his hand are eliminated logistics or engineering vehicles. For such scrapped cars that have already been cancelled, if the vehicle condition is not good, they will disassemble them by themselves, and if the vehicle condition is good, they will sell the whole vehicle and continue to be used on the road.
