2023 National Science and Technology Input Report Strong Growth and Regional Disparities

TapTechNews October 6th news, on October 2nd, the National Bureau of Statistics, the Ministry of Science and Technology, and the Ministry of Finance jointly released the 2023 National Statistical Bulletin on Input in Science and Technology Funds (referred to as the Bulletin).

TapTechNews learned from the Bulletin that in 2023, a total of 3,335,710 million yuan was invested in research and development (R&D) across the country, an increase of 257,420 million yuan compared to the previous year, with a growth rate of 8.4%; the input intensity of research and development (R&D) funds (ratio to the gross domestic product) was 2.65%, an increase of 0.09 percentage point compared to the previous year. The per capita funds calculated based on the full-time workload of R&D personnel was 461,000 yuan.

According to different activity types:

The national basic research funds were 225,910 million yuan, an increase of 11.6% compared to the previous year;

The applied research funds were 366,150 million yuan, an increase of 5.1%;

The experimental development funds were 2,743,650 million yuan, an increase of 8.5%.

The proportion of basic research funds was 6.77%, an increase of 0.2 percentage point compared to the previous year; the proportions of applied research and experimental development funds were 11.0% and 82.2%, respectively.

According to different activity subjects:

The research and development (R&D) funds of various enterprises were 2,592,220 million yuan, an increase of 8.6% compared to the previous year;

The funds of government-affiliated research institutions were 3,856,300 million yuan, an increase of 1.1%;

The funds of colleges and universities were 2,753,300 million yuan, an increase of 14.1%;

The funds of other subjects were 825,300 million yuan, an increase of 21.8%.

The proportions of funds of enterprises, government-affiliated research institutions, and colleges and universities were 77.7%, 11.6%, and 8.3%, respectively.

According to different regions, there were 12 provinces (municipalities directly under the Central Government) with research and development (R&D) funds exceeding 100 billion yuan, Guangdong (480,260 million yuan), Jiangsu (421,230 million yuan), Beijing (294,710 million yuan), Zhejiang (264,020 million yuan), Shandong (238,600 million yuan), Shanghai (204,960 million yuan), Hubei (140,820 million yuan), Sichuan (135,780 million yuan), Hunan (128,390 million yuan), Anhui (126,470 million yuan), Henan (121,170 million yuan), and Fujian (117,170 million yuan).

There were 7 provinces (municipalities directly under the Central Government) with the input intensity of research and development (R&D) funds (ratio to the regional gross domestic product) exceeding the national average level, namely Beijing (6.73%), Shanghai (4.34%), Tianjin (3.58%), Guangdong (3.54%), Jiangsu (3.29%), Zhejiang (3.20%), and Anhui (2.69%).

The situation of fiscal expenditure on science and technology:

In 2023, the national fiscal expenditure on science and technology was 11,995.8 million yuan, an increase of 867.4 million yuan compared to the previous year, with a growth rate of 7.8%. A mong them, the central fiscal expenditure on science and technology was 3,973.1 million yuan, accounting for 33.1% of the national fiscal expenditure on science and technology; the local fiscal expenditure on science and technology was 8,022.7 million yuan, accounting for 66.9%.
