China Expresses Disappointment over EU's Rejection of Electric Vehicle Solution

A reporter asked: On September 12th, a spokesperson for the European Commission said that the price commitment solution submitted by the China Chamber of Commerce for Import and Export of Machinery and Electrical Products and all electric vehicle manufacturers regarding the EU electric vehicle anti-subsidy case did not meet the requirements, and the European side intends to reject the relevant price commitment application. What is China's comment on this?

China has noted the relevant statement of the European side. The European Commission ignores the sincerity and efforts of the Chinese industry. Without in-depth communication, it proposes to reject the flexible solution proposal put forward by the Chinese industry. China is deeply disappointed.

On August 20th and September 9th, the European Commission twice released the final ruling disclosure of the EU electric vehicle anti-subsidy case, still continuing the wrong practice and ruling a high tax rate. China cannot agree with and accept this, but has always maintained the greatest sincerity and tried to properly resolve the friction through dialogue and consultation.

On August 24th, the Chinese industry put forward a price commitment solution within the time limit of the investigation procedure of this case, fully considering the demands of the European side and showing the greatest flexibility. The Chinese industry stated that its price commitment proposal is completely compliant and executable, and all technical issues can be jointly resolved through consultation. It is understood that several EU member states have also shown great interest in the price commitment solution.

The European Commission's rejection of the relevant plan without detailed assessment not only dampens the confidence of the Chinese industry in continuing cooperation, but also does not meet the expectations of EU member states, nor does it conform to its public statement of hoping to resolve this case through dialogue.

Since the China-EU agreed to start the consultation on the EU electric vehicle anti-subsidy case on June 22nd, the working teams on both sides have intensively carried out more than ten rounds of consultations. China has successively submitted tens of thousands of pages of facts and evidence to the European side and also proposed a flexible solution, making great efforts.

However, on the one hand, the European side claims to be willing to resolve through dialogue, but on the other hand, it quickly and peremptorily rejects the Chinese side's suggestion and never gives any specific counter-proposal, completely not showing the sincerity of moving in the same direction. If the consultation fails to reach a consensus in the end, the responsibility lies entirely with the European side.

At present, the key to the consultation lies in whether the European side really has the political will to solve the problem. China urges the European side to earnestly implement the important consensus on properly handling economic and trade frictions through dialogue and consultation reached at the meeting among the leaders of China, France and the EU, and show sincerity and action, and seriously consider the reasonable concerns of the Chinese industry.

China has both the greatest sincerity to properly resolve differences through dialogue and consultation and the greatest determination to safeguard the legitimate rights and interests of Chinese enterprises. China will closely follow the subsequent progress of the European side and will take all necess ary measures to firmly defend the legitimate rights and interests of Chinese enterprises.

According to the Xinhua News Agency last night, He Yongqian, the spokesperson of the Ministry of Commerce, introduced that Minister of Commerce Wang Wentao will visit Europe in the near future, and on the 19th, he will hold talks with the Executive Vice President of the European Commission and Trade Commissioner Valdis Dombrovskis to consult on the EU's anti-subsidy case against Chinese electric vehicles.
