Beijing Releases "Artificial Intelligence +" Action Plan for 2024-2025

The "Action Plan" puts forward the development goals: By the end of 2025, through the implementation of 5 benchmark application projects at the global leading level, the organization of 10 exemplary application projects leading the country, and the promotion of a batch of commercial application achievements with wide application prospects, it is striving to form 3 to 5 advanced, available, and independently controllable basic large-scale model products, 100 excellent industry large-scale model products and 1,000 industry success cases. Take the lead in building an AI-native city and promote Beijing to become an artificial intelligence innovation source and application highland with global influence.

The "Action Plan" proposes to organize and implement a number of comprehensive and benchmark major projects around robots, education, medical care, culture, transportation and other fields to promote the core theory and technological breakthroughs of large-scale models, enhance the engineering capabilities of artificial intelligence, improve the scientific and technological level and service quality of key industries, and build a cross-industry and cross-field collaborative innovation organization model to form a new ecosystem of large-scale model industry applications.

(I) Artificial Intelligence + Robots

Integrate innovative resources, combine with real scene requirements, and launch robots with embodied intelligence to drive the iterative evolution of embodied intelligence with applications. Centering on high-quality medical resources, construct a "Beijing Doctor" medical large-scale model platform that integrates the innovation of medical supervision mechanisms, the balance of the research achievements and benefits of hospitals and doctors, and the intelligent upgrade of hospital information systems, release the collaborative innovation potential of hospitals, doctors, and large-scale model enterprises, promote the "three medical" linkage of medical treatment, medical insurance, and medicine, and establish a high-quality medical data annotation library and a trusted space for medical large-scale model training. Explore the collaborative mechanism between doctors and medical intelligent bodies, optimize guidance services, online consultations, prescription generation, medication consultation, chronic disease management, and home intelligent doctors and other medical auxiliary services, and promote the upgrade of Internet hospitals to artificial intelligence hospitals.

Based on Beijing's profound historical culture and tourism resources, gather literary works, historical buildings, cultural relics, scenic spot information and other high-quality cultural and tourism data, and collaborate with tourist attractions, cultural and creative units, and management departments to promote the deep integration of artificial intelligence and cultural tourism, support the cultural large-scale model service platform, provide personalized, efficient and convenient cultural and tourism services for citizens and tourists, enhance the communication efficiency of excellent traditional culture, and carry forward the core socialist values.

(V) Artificial Intelligence + Transportation

Generate simulation data such as roads, vehicles, people flow, weather, etc. based on large-scale models, accelerate the simulation training of autonomous driving, optimize the technical route of vehicle-road-cloud-network integration, explore single-vehicle intelligent technologies such as FSD and ASD, and build an intelligent, efficient, and safe urban transportation network. Relying on the construction of advanced-level autonomous driving demonstration zones, integrate on-board sensors, roadside video equipment, high-precision maps, traffic control information, weather environment and other multi-source data to build a transportation large-scale model platform, accurately predict traffic flow and congestion situations, optimize the traffic signal light control mechanism, and do a good job in the dynamic planning and traffic guidance of vehicle travel routes.
