General aviation infrastructure and flight environment have been significantly improved, an industrial system dominated by high-end smart manufacturing has initially formed, the reform of low-altitude airspace management has achieved results, the low-altitude flight service support capacity has been significantly enhanced, and the technological innovation level in the low-altitude field leads the country.

In terms of intelligent aircraft sales, the first flying car 'ade in Guangzhou' will be sold globally, promoting the related manufacturing industries of manned aircraft, flying cars, cargo drones, consumer drones, traditional helicopters, etc. to achieve an industrial output value of more than 110 billion yuan.

In the aspect of urban advanced air traffic commercial operation, promote Guangzhou to become the first city in China to carry out commercial manned flight operations, and the market scale of key operation service fields such as low-altitude economy cross-border flights, business customization, short-haul passenger transport, cultural tourism consumption, logistics and transportation, emergency medical treatment, and exhibition services reaches 300 billion yuan.

The 'Plan' proposes to strengthen the construction of low-altitude infrastructure, including the following measures:

Build a low-altitude flight service station. Build a Guangzhou Class A low-altitude flight service station, study and determine the functional positioning, personnel composition, and operation mode of the service station, and establish a regular and institutionalized coordinated relationship and work process between the service station and the military and civil aviation air traffic control operation agencies. Build a low-altitude flight service and supervision system to provide control services such as flight plans, aviation intelligence, aviation meteorology, emergency rescue, and dynamic monitoring for general aviation flight activities, and provide low-altitude flight-related services for flight users and the general public.

Build a low-altitude intelligent Internet of Things infrastructure. According to the requirements of low-altitude flight activities and the division of low-altitude airspace and routes in the Guangzhou area, promote the construction of low-altitude intelligent networked information infrastructure such as Beidou ground augmentation stations, dedicated 4G/5G communication base stations, ADS-B base stations, and small meteorological observation stations in stages in the whole city, develop a digital twin model of low-altitude airspace, and research and develop supporting software facilities to build a digital base for low-altitude flight monitoring. Break through key core technologies such as refined allocation of low-altitude airspace resources, operation interval control, autonomous obstacle avoidance of flight conflicts, and noise control to achieve full coverage of communication, navigation, and monitoring capabilities for low-altitude flights in the city.

Build a ground supporting infrastructure system. Overall plan the existing and newly built low-altitude ground supporting infrastructure in urban areas, build a takeoff and landing network that has functions such as storing, taking off and landing, charging, and maintenance for various low-altitude aircraft, covering multiple models and multiple scenarios. Build the first runway-type general airport in Guangzhou, build more than 5 new hub-type vertical takeoff and landing fields and more than 100 regular-use takeoff and landing points, and hundreds of community grid takeoff and landing points to meet the needs of low-altitude application scenarios in Guangzhou.

Classify and demarcate low-altitude airspace and low-altitude routes. Fully draw on the successful experience of the national low-altitude airspace management reform pilot project, promote the introduction of the 'Guangzhou Low-altitude Airspace Classification Demarcation Plan' and the 'Guangzhou Low-altitude Route Demarcation Plan' according to the national airspace classification method, announce them to the public in due course, and sign a 'Guangzhou Low-altitude Airspace Management Coordination Operation Guarantee Agreement' with the military and civil aviation air traffic control departments. Take advantage of the advantage of Guangzhou's river network to accelerate the planning of routes and the opening up of demonstration areas.
