The competent department of this standard is the Ministry of Public Security, and the main drafting units include the Institute of Traffic Management Science of the Ministry of Public Security, China Automotive Engineering Research Institute Co., Ltd., Chongqing Municipal Public Security Bureau Traffic Patrol Police Corps, Doron Technology Co., Ltd., and Shijiazhuang City Huayan Traffic Technology Co., Ltd.

This will become the first safety inspection standard specifically for new energy vehicles in China.
