TapTechNews August 1st news, on July 25th, the official website of the Guangzhou Municipal People's Congress released the Regulations of Guangzhou City on the Innovative Development of Intelligent Connected Vehicles (Draft Amendment · Draft for Solicitation of Opinions), which proposed to support intelligent connected vehicles to carry out innovative applications in expressways, airports, ports, stations and other trunk lines and transportation hubs, and also support for urban public transportation, taxis and other travel service scenarios.
TapTechNews learned from the Draft for Solicitation of Opinions that the so-called intelligent connected vehicle in this regulation refers to a vehicle equipped with on-board sensors, controllers, actuators and other devices, integrating communication and network technologies, capable of realizing intelligent information exchange with the outside world, and having functions such as complex environment perception, intelligent decision-making, and coordinated control, including conditional autonomous driving, highly autonomous driving and fully autonomous driving three types.
The Draft for Solicitation of Opinions stipulates that the municipal government should gradually and orderly promote the construction of the citywide mixed operation pilot area of human driving and autonomous driving in accordance with the goals of line connection, contiguous area, and regional interconnection; it should fully open intelligent connected vehicle operation roads within the administrative area of this city and promote the interconnection with the already opened roads in surrounding cities.
In terms of driving safety, the Draft for Solicitation of Opinions stipulates that when intelligent connected vehicles are driven on the road, they should comply with the relevant provisions of road traffic safety laws and regulations, and hang or place motor vehicle license plates as required, and the appearance should have a significant mark that can remind other vehicles and personnel to pay attention.
In terms of data storage and accident analysis, the relevant enterprises of intelligent connected vehicles shall ensure that the vehicle-mounted equipment continuously and completely records and stores data such as the relevant position, operating status, driving mode, and in-vehicle and out-of-vehicle monitoring videos before and after the occurrence of a car accident or fault, and the data storage period is not less than 30 days.
In terms of legal liability, in the case of road traffic safety violations of intelligent connected vehicles, equipped with a driver or a minder on board, the traffic management department of the public security organ can legally deal with the driver or the minder on board; not equipped with a driver or minder on board, the traffic management department of the public security organ can legally deal with the vehicle pilot entity, the operation entity.
