This means that even if the upstream Linux kernel version has not yet been released as a stable version, the Ubuntu release will still carry the latest Linux kernel version. This adjustment has overturned the previous Ubuntu release strategy.

TapTechNews note: Canonical Ubuntu release usually enters the kernel freeze state 2 months before the official release, meaning that the Ubuntu release usually does not carry the latest Linux kernel version.

Brett Grandbois of Canonical Company explained:

This method can ensure stability on the specified release date, but users hope to use the new version kernel to use the latest features and hardware support.

In order to provide users with the latest features and hardware support, even if the upstream version is still in the candidate release (RC) state, the Ubuntu kernel will choose the latest upstream Linux kernel version during the freeze period.
