Hubei Plans 'Breakthrough Development in Commercial Aerospace,' Province to Award 1 Million Yuan per Successful Rocket Launch

TapTechNews, May 11 - The General Office of the People's Government of Hubei Province recently issued the 'Hubei Province Breakthrough Development Action Plan for Commercial Aerospace (2024-2028)' (hereafter referred to as the 'Action Plan').

The 'Action Plan' proposes focusing on the integration of the 'four chains' consisting of rockets, satellites, data, and services to build a comprehensive industrial ecosystem, signaling an 'arrow, star, net, end' full industry chain ecosystem. By 2028, the plan is to establish a nationally influential innovation and development highland for commercial aerospace.

The main objectives include fostering original innovation in commercial aerospace, aiming to establish national laboratories or significant bases in Hubei, recognizing over 20 provincial-level technology innovation demonstration enterprises, building more than 15 high-level innovation platforms such as national manufacturing innovation centers, and achieving breakthroughs in over 20 critical core technologies.

The plan also aims to build a leading region in commercial aerospace infrastructure, focusing on development around Wuhan, supported by Xiangyang, Yichang, Xiaogan, and Huanggang to form a coordinated provincial industry layout. The plan includes the construction of nine commercial aerospace innovation parks and accelerating the building and operational capability of an ultra-low orbit communication and remote sensing satellite constellation, along with enhancing ground station network support.

To create a concentrated area for commercial aerospace industry development, the plan supports the full cycle development of rockets and satellites, expecting an annual production capability of 60 carrier rockets and 500 commercial satellites. It aims to introduce leading enterprises, increase listed companies by approximately five, and cultivate over 50 specialized and innovative enterprises and over 1000 registered enterprises. The overall scale of the aerospace and related industries in the province is expected to exceed 100 billion yuan.

In terms of commercial aerospace applications and services demonstration, the plan supports the development of aerospace information agreement products and terminal chips, aiming for annual additions of over 1 million units (sets) of terminal products such as Beidou (Chinese satellite navigation system). It encourages the integration of aerospace information with the digital economy, focusing on key industries and general consumer markets, adding 50 new application scenarios.

Specific measures of the 'Action Plan' include incentives for enterprises building research institutions, with subsidies up to 5 million yuan for large industrial enterprises that spend at least 20 million yuan on R&D facilities over three years. The plan also supports the construction of benchmark incubators in the aerospace sector to promote advanced technology outcomes.

The 'Action Plan' also mentions significant rewards for locally developed and successfully launched carrier rockets and satellites, with rewards up to 500,000 yuan per year per enterprise for launches, and up to 200,000 yuan per qualification for entities obtaining wireless frequency use permits and space radio station licenses.

Furthermore, incentives are offered for leading enterprises to build ground station network nodes globally, with a maximum subsidy of 2 million yuan per site, and a total annual maximum subsidy of 10 million yuan per company.
