TapTechNews May 19th news, on May 17th, Hangzhou City issued the Hangzhou City's Plan for Promoting the Replacement of Consumer Goods with Old Ones, carrying out actions for the replacement of old ones with new ones for automobiles, electric bicycles, home appliances, and home improvement kitchen and bathroom.
According to the plan, Hangzhou City strives to reach the provincial target level of new energy vehicle sales in 2024; the sales of home appliances increase by 6%,淘汰更新 51,000 electric bicycles, and add 5 new centralized sorting centers and recycling points for renewable resources.
By 2027, the annual sales of new energy vehicles reach 300,000, and the penetration rate exceeds 50%; the recycling volume of end-of-life vehicles is more than 30,000, and the transaction volume of used cars is more than 300,000; the annual sales of home appliances increase by 20% compared to 2023, and a total of 45 centralized sorting and processing centers for renewable resources have been built.

Improve the recycling and dismantling system of end-of-life vehicles
Coordinately carry out the qualification recognition of end-of-life motor vehicle recycling and dismantling enterprises, and rationally layout the recycling points of end-of-life motor vehicles. Support qualified end-of-life vehicle dismantling projects to apply for major projects in the city. Encourage enterprises to use digital platforms to carry out online recycling, free trailer towing, deregistration and other convenient services, and advocate differentiated car collection, one car with one price.

Continue to implement the reverse invoicing of used car dealership enterprises. Promote the innovative development of automobile circulation and consumption
Regulate the circulation order of auto parts in the aftermarket, and expand the circulation channels of auto parts. Guide new energy vehicle manufacturers to continuously improve the after-sales service network and strengthen the management and training of after-sales maintenance personnel.
It should be noted that the Hangzhou City's Plan for Promoting the Replacement of Consumer Goods with Old Ones does not mention the specific subsidy amount for replacing old ones with new ones, and the detailed rules are expected to be announced later.
According to TapTechNews' previous report, today, seven departments including the Ministry of Commerce and the Ministry of Finance have issued the Detailed Rules for the Implementation of the Auto Replacement Subsidy in April this year. From the date of the issuance of this detailed rule to December 31, 2024, for individual consumers to scrap fuel passenger cars with national standard III and below or new energy passenger cars registered before April 30, 2018 (including the same day, the same below), and purchase new energy passenger cars included in the Catalog of New Energy Automobiles for Reducing Vehicle Purchase Tax of the Ministry of Industry and Information Technology or fuel passenger cars with a displacement of 2.0 liters and below, a one-time fixed subsidy is given.
Among them, for those who scrap the above two types of old cars and purchase new energy passenger cars, a subsidy of 10,000 US dollars is given; for those who scrap fuel passenger cars with national standard III and below and purchase fuel passenger cars with a displacement of 2.0 liters and below, a subsidy of 7,000 US dollars.
