China's Ministry of Public Security Cracks Down on Online Rumors

Up to now, the network security departments of the national public security organs have handled more than 27,000 cases of online rumor-related cases, lawfully investigated and punished more than 31,000 netizens who spread rumors, lawfully shut down more than 199,000 illegal and non-compliant accounts, and cleared more than 1.562 million pieces of online rumor information.

Case 1: The false subtitle rumor case spliced by Zhang XX investigated by the public security organs in Guangdong.

In August 2024, Zhang XX, in order to gain traffic and attract attention, downloaded a speech video of a foreign celebrity on the Internet, maliciously edited it with a mobile video editing software, and accompanied it with Chinese subtitles unrelated to the original content of the video, maliciously produced false video information, and released and spread it on the Internet, causing misunderstandings among netizens and resulting in the spread of false information with bad influence. The public security organs have lawfully taken criminal coercive measures against Zhang XX.

Case 2: The online rumor case of "55 people died in a highway traffic accident" spliced by Xu XX investigated by the public security organs in Jiangsu.

In August 2024, Xu XX, in order to gain traffic and attract attention, collected and selected pictures of past car accident scenes on the Internet, spliced and integrated them into a video and then released it, with false information such as "Changlu Expressway" and "55 people died". After verification, the content of the video pictures was all spliced and generated, and the information such as the incident location and the number of casualties was all maliciously fabricated. After the relevant information was spread and diffused, it caused bad influence. The public security organs have lawfully taken criminal coercive measures against Xu XX.

Case 3: The rumor case of "conflict between public security traffic police and military personnel" spliced by Yuan X investigated by the public security organs in Hubei.

In May 2024, Yuan X, in order to attract attention and gain eyeballs, released a rumor video with the content of "conflict between public security traffic police and military personnel, and the military sent out armored vehicles" on the Internet. After investigation, the video content was formed by splicing a segment of a certain TV drama with an online video. The public security organs have lawfully imposed administrative penalties on Yuan X.

Case 4: The online rumor case of "a woman queuing at Nanjing airport fainted and was refused to enter the hall to rest by the security inspector" spliced by Ma XX investigated by the public security organs in Jiangsu.

In July 2024, Ma XX, in order to gain traffic and attract attention, fabricated and spliced the pictures by himself, and spread rumors that "a woman queuing at a certain airport fainted and was refused to enter the hall to rest by the security inspector" in the form of a video on the Internet, resulting in the spread of false information with bad influence. The public security organs have lawfully imposed administrative penalties on Ma XX.

Case 5: The online rumor case of "ride-hailing strike" spliced by Tong XX investigated by the public security organs in Qinghai.

In May 2024, Tong XX, in order to gain traffic and attract attention, collected the on-site pictures of a certain ride-hailing company organizing its ride-hailing cars to replace the stickers intensively on the Internet, and spliced them to form a rumor video of "ride-hailing strike" for release, resulting in the spread of false information with bad influence.
