In terms of vigorously developing inter-city short-haul transport routes. The Plan proposes to rely on the existing general aviation airport system to explore the development of short-haul passenger flight services such as business flights and commercial flights, and develop low-altitude characteristic scenarios. Taking Zhengzhou as the center, actively explore low-altitude passenger and freight routes such as intra-city, inter-city, and regional, establish an intra-provincial and inter-provincial air traffic system, and develop new urban air traffic forms such as air commuting and inter-city flights.

TapTechNews noted that the Plan also proposes to promote the upgrading of the connecting roads of general airports in the province to ensure that general airports can easily access expressways and arterial roads, and open up the last mile of the collection and distribution. Explore and carry out the application of low-altitude flight connecting feeder services in airports, railway hubs, core business districts, scenic spots, etc., and expand innovative scenarios such as passenger connecting feeder and multimodal transport of goods. Encourage qualified places to explore and develop new short-haul commercial transport models of low-altitude aircraft such as eVTOL.
