The National Development and Reform Commission stated that the 26 hubs included in the construction list have three remarkable characteristics:

First, it better serves industrial development and promotes the reduction of logistics costs. The relevant hubs provide high-quality logistics service supply for the manufacturing industry, creating a low-cost and high-efficiency logistics service network to enhance the vitality and competitiveness of the real economy. For example, the Dongguan production service-type national logistics hub provides logistics services deeply embedded in the production processes of leading enterprises such as integrated circuits, textiles, and automobiles, helping to optimize production organization and scheduling, strengthen supply chain coordination, and promote accurate matching of supply and demand, effectively supporting enterprises to improve their supply chain management level.

Second, it attracts various elements to gather and helps develop the hub economy. The relevant hubs give full play to the resource agglomeration effect and comprehensive service capacity advantages, attracting upstream and downstream enterprises in the supply chain to gather, and have achieved positive results in cultivating and developing the hub economy. For example, the Nantong commercial service-type national logistics hub strengthens the agglomeration and integration of regional commercial logistics resources, improves comprehensive service capabilities, exerts the core organizational role of the hub, and attracts the gathering and development of upstream and downstream manufacturers and traders in industries such as textiles, metallurgy, and plastics, helping to build the hub economy.

Third, it unclogs international logistics channels and accelerates the promotion of opening up. The relevant hubs strengthen the construction of diversified international logistics radiation capabilities, unclog external logistics channels, and promote the formation of a strong support for a new pattern of all-round opening up. For example, the Kunming airport-type national logistics hub continuously expands the radiation range of flight routes and relies on the characteristic airport-related industries to focus on building an airport-type logistics hub that radiates South and Southeast Asia.

Logistics hubs are logistics facility groups and logistics activity organization centers that centrally realize various functions such as cargo distribution, storage, distribution, and transfer. National logistics hubs are the core infrastructure of the logistics system, and are comprehensive logistics hubs with broader radiation areas, stronger agglomeration effects, better service functions, and higher operating efficiencies, playing a key node, important platform, and backbone hub role in the national lo gistics network.

Since 2019, the National Development and Reform Commission has cumulatively released 6 batches of the list of national logistics hub construction, a total of 151 hubs, achieving full coverage of 31 provinces (autonomous regions, municipalities directly under the Central Government), 5 cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps.
