China's Private Waybill Usage Rate Reaches 88.45%

Li Changxi, the director of the Cyber Law Enforcement Bureau of the Cyberspace Administration of China, disclosed that the usage rate of private waybills in China has reached 88.45%.

In terms of strengthening the protection of personal information, on the basis of laws such as the Constitution, Civil Law, and Criminal Law, China has formulated laws and regulations such as the Personal Information Protection Law and established a whole-chain protection system for personal information rights and interests. In recent years, relevant departments have continuously carried out special governance of illegal collection and use of personal information by Apps and special inspections for personal information protection in the postal and courier delivery field, etc., to protect the security of citizens' personal information.

For example, through governance, private waybills that do not display personal information have been promoted. As of the end of 2023, the average daily usage of private waybills exceeded 370 million pieces, and the usage rate reached 88.45%.

In terms of strengthening the governance of the online ecological environment, the Cyberspace Administration of China has formulated the Regulations on the Governance of Network Information Content Ecological Environment, the Regulations on the Governance of Online Violence Information, and the Regulations on the Management of Internet User Account Information. In recent years, focusing on online chaos such as false online information and algorithm abuse, the Cyberspace Administration of China has successively carried out more than 40 special actions and cleaned up more than 20 billion illegal and irregular information.

According to the previous TapTechNews report, from March to September 2022, the State Post Bureau, the Ministry of Public Security, and the Cyberspace Administration of China jointly planned and implemented a six-month special action for personal information security governance in the postal and courier delivery field, strengthened source governance, promoted de-identification technologies such as private waybills and virtual numbers, organized courier companies to carry out private waybill pilots, and urged e-commerce platforms to increase the promotion efforts of private waybills.

From January to May 2024, the cumulative volume of postal delivery services in China's postal industry completed 73.31 billion pieces, an increase of 21.6% year-on-year. Among them, the cumulative volume of courier services completed 65.59 billion pieces, an increase of 24.4% year-on-year.
