The United Nations recommends that:

Governments, technology companies, advertisers, media and other stakeholders should avoid using, supporting or promoting the spread of false information and hate speech for any purpose;

Governments should provide timely access to information in a timely manner, guarantee a free, viable, independent and diverse media environment, and ensure strong protection for journalists, researchers and civil society;

Technology companies should ensure safety and privacy when designing all their products, while applying consistent policies and resources across different countries and different languages, and pay particular attention to the needs of those groups that are often the targets of cyberattacks. They should also improve their crisis response capabilities and take steps to support the integrity of electoral information;

All stakeholders involved in the development of artificial intelligence technology should take immediate, inclusive and transparent measures to ensure that the design, deployment and use of all artificial intelligence applications comply with safe, reliable, responsible and ethical standards and can safeguard human rights;

Technology companies should expand the range of business models, not rely on programmatic advertising, not prioritize engagement over human rights, privacy and security, and allow users to have more choice and control over their online experience and personal data;

Advertisers should demand greater transparency in the digital advertising process from the technology sector to help ensure that advertising budgets do not inadvertently fund false information or hate, or undermine human rights;

Technology companies and artificial intelligence developers should ensure meaningful transparency, allow researchers and scholars to access data, while respecting user privacy, commission public independent audits, and jointly develop an industry accountability framework;

Governments, technology companies, artificial intelligence developers and advertisers should take special measures to protect children and empower them, and the government should also provide resources for parents, guardians and educators.

António Guterres said at the release ceremony of the United Nations Global Principles on Information Integrity: The world must address the harm caused by the spread of cyber hate and lies, while strongly safeguarding human rights.
