Two Ministries Launch 'Network De-NAT' Initiative to Deepen IPv6 Deployment

TapTechNews July 10th news, TapTechNews learned from the website of the Ministry of Industry and Information Technology that the General Office of the Ministry of Industry and Information Technology and the Secretariat Bureau of the Cyberspace Administration of China today released the 'Notice on Carrying out the 'Network De-NAT' Special Work to Further Deepen the Deployment and Application of IPv6'.

The tasks proposed in the 'Notice' include 'efining the work plan and realizing the network upgrade in an orderly manner' and 'deepening the application transformation and actively guiding the traffic migration'.

Basic telecommunications enterprises should carefully investigate and establish an information ledger on the deployment and application of NAT44 equipment, formulate a 'network de-NAT' work plan and schedule, and orderly promote the reduction of the use scale of NAT44 equipment in the whole network. The Ministry of Industry and Information Technology and the Central Cyberspace Administration of China organize pilot projects and complete the tasks ahead of schedule in the pilot areas. Grasp the key links and continue to expand the IPv6 access. Basic telecommunications enterprises add new Internet dedicated lines with IPv6 function enabled by default, and accelerate the implementation of the secondary distribution function upgrade of IPv6 address prefixes of home gateways. By the end of 2024, the IPv6 connectivity rate of fixed broadband users in the self-owned environment of basic telecommunications enterprises shall not be lower than 80%. Promote the improvement of IPv6 support rate of new and existing home wireless routers.

Basic telecommunications enterprises should increase the supply of IPv6 Internet dedicated line products, and the new Internet dedicated lines are enabled with IPv6 function by default. It is necessary to accelerate the implementation of the secondary distribution function upgrade of IPv6 address prefixes of home gateways. By the end of 2024, the IPv6 connectivity rate of fixed broadband users in the self-owned environment of basic telecommunications enterprises shall not be lower than 80%. Terminal equipment manufacturing enterprises should strictly implement the relevant notice requirements for the type approval of radio transmitting equipment. The relevant departments of all provinces (autonomous regions, municipalities directly under the Central Government) should promote the local terminal equipment manufacturing enterprises to accelerate the IPv6 function upgrade of existing home wireless routers.

Internet enterprises should deepen the upgrade and transformation of application services to IPv6, optimize the release and drainage strategy, and realize full-chain support for IPv6 in registration, login, and use, and improve the proportion of IPv6 traffic in the fixed network environment. Content distribution network (CDN) operation enterprises should promote the support of IPv6 at all levels such as edge nodes and core nodes, and improve the proportion of IPv6 traffic in user acceleration, service scheduling, and content backhaul. Cloud service enterprises should optimize the product business logic and enable IPv6 function by default when providing services to users.

Basic telecommunications enterprises and Internet enterprises should scientifically and reasonably promote the 'network de-NAT' special work, further strengthen the daily operation and maintenance management of the network, and strengthen the monitoring of important indicators. For the network systems that carry out the IPv6 upgrade and transformation, it is necessary to continuously strengthen the network security protection management, regularly carry out risk assessment, and do a good job in the network security risk monitoring, early warning, and emergency handling of important systems. For devices with a large impact range, a plan should be for mulated, and the performance monitoring of key nodes should be strengthened to ensure the safe and stable operation of the network.

Basic telecommunications enterprise group companies should give necessary policy inclination and financial support to the subsidiaries (branches) that carry out the 'network de-NAT' pilot work. It is necessary to continuously enrich the monitoring technical means and build a monitoring system, and carry out statistics on indicators such as the IPv6 connectivity rate of fixed broadband users in the self-owned environment of provincial basic telecommunications enterprises, the proportion of IPv6 traffic on the fixed network side of mobile Internet applications (Apps), and the proportion of IPv6 traffic of content distribution networks (CDN) on a monthly basis. The Ministry of Industry and Information Technology and the Central Cyberspace Administration of China will organize the announcement of relevant monitoring results in due course. The communication administration bureaus and the departments in charge of industry and information technology of all provinces (autonomous regions, municipalities directly under the Central Government) should strengthen industry management and strengthen work guidance. The provincial Cyberspace Administration Offices should urge Internet enterprises to strengthen coordination and jointly promote the completion of the 'network de-NAT' goal.
