China Issues Plan to Establish Carbon Footprint Management System

TapTechNews June 5th news, today, 15 departments including the Ministry of Ecology and Environment have jointly issued the Implementation Plan for Establishing a Carbon Footprint Management System (hereinafter referred to as the Plan).

The Plan points out that by 2027, a preliminary carbon footprint management system will be established. National product carbon footprint accounting general rules and standards in line with international standards will be formulated and released, about 100 carbon footprint accounting rules and standards for key products will be formulated, a product carbon footprint factor database will be initially constructed, and a product carbon footprint identification, certification and classification management system will be initially established. Positive progress has been made in the international connection of carbon footprint rules for key products.

By 2030, the carbon footprint management system will be more complete and the application scenarios will be more abundant. About 200 carbon footprint accounting rules and standards for key products will be formulated, a product carbon footprint factor database with wide coverage, high data quality and strong international influence will be basically built, a comprehensive product carbon footprint identification, certification and classification management system will be fully established, and the application environment of product carbon footprint will continue to be optimized and expanded. The carbon footprint accounting rules, factor database and carbon identification and certification system for products will gradually be in line with international standards, and substantially participate in the formulation of international rules for product carbon footprint.

The Plan points out that priority will be given to focusing on key products such as electricity, coal, natural gas, fuel oil, steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, lithium battery, new energy vehicle, photovoltaic and electronic appliances, etc., and formulating and releasing accounting rules and standards. In accordance with the principle of taking the lead in trying out group standards and gradually transforming them into industry standards or national standards, key product carbon footprint accounting rules and standards will be developed. The industry competent departments shall, in conjunction with the relevant departments, issue a recommended list of group standards. Group standards with good implementation basis will be adopted as industry standards or national standards.

The Plan requires the establishment of a product carbon identification and certification system. Research and formulate management measures for product carbon identification and certification, clarifying the scope of application, identification pattern, certification process, management requirements, etc. Research and formulate a catalog and implementation rules for product carbon footprint certification.

TapTechNews noted that the Plan also mentioned that with a focus on consumer goods such as electronic products, household appliances, decorative and finishing materials and automobiles, the promotion and application of product carbon identification in the field of consumer goods should be carried out in an orderly manner, guiding enterprises such as shopping malls and e-commerce platforms to actively display product carbon identification, and encouraging consumers to purchase and use low-carbon products.

The Plan also puts forward requirements for carbon footprint-related technologies, comprehensively using technologies such as big data, blockchain and industrial internet identification analysis to improve the reliability and immediacy of data monitoring, collection, storage, accounting and verification. Promote the mutual verification and supplementation between product carbon footprint factor data and the relevant data of the national carbon emission s trading market and the national pollutant discharge permit management information platform.
